Based on the 2018 Farm Bill or the Agriculture Improvement Act of 2018, all conventional seeds, feminized seeds, and autoflower seeds or genetics containing less than 0.3% THC are by law defined as hemp seeds.

 

On January 6th, 2022, the Department of Justice and DEA further elaborated that cannabis seeds and genetics containing less than 0.3% THC are defined as hemp and not controlled under the CSA (Controlled Substances Act). 

This means all cannabis seeds are legal for sale, although the cultivation of some chemotypes

may not be legal in your state or country.
